Tihar jail authorities decided to enforce the Ti Haer prison for young offenders higher education.
Currently, research is optional prisoners; those who want to study the material provided, correspondence courses to enroll. However, authorities say, for a country's national day of education will force between 18 to 21 years of prisoners.
